To Whom It May Concern:

I would like to submit the attached manuscript for consideration in the
Economics of High-Skill Labor Markets conference. I would like to note that
the current version is still a work in progress. My coauthor and I had
discussed this project for some time and had planned to commence gathering
the data this fall. However, after seeing the the call for papers in early
August, we decided to try and produce a workable version of the paper
before the deadline. Our current plans for the next three months call for
improving the paper by adding data for the remaining programs (in fact we
just received information from UConn, UNC Chapel Hill, and Michigan State
this week) and by re-coding the publication data into time periods so that
we can attempt to predict who will eventually switch programs by observing
their productivity early in their career, in addition to any other thoughts
that occur during that time.
