Universities' Research Conference, December 2007 paper submission

Dear Rob,

Please find attached in a Word file my paper that I am submitting for the
National Bureau of Economic Research will hold a Universities' Research
Conference in Cambridge, Massachusetts on the Economics of High-Skill Labor
Markets, scheduled for December 14 and 15, 2007. This is not a fully
completed paper yet, but it is about 80% ready and if the paper is
accepted, the final draft will be ready to be submitted to the NBER by the
November 23 deadline.

Please let me know if there is any problem with opening the file.
